Chapter 91, Subchapter H, concerning Investments, consisting of §91.801, (Investments in Credit Union Service Organizations), §91.802 (Other Investments), §91.803 (Investment Limits and Prohibitions), §91.804 (Custody and Safekeeping), §91.805 (Loan Participation Investments), §91.808 (Reporting Investment Activities to the Board of Directors), and §91.809 (Purchase of Assets and Assumption of Liabilities).
Chapter 91, Subchapter I, Reserves and Dividends, consisting of §91.901 (Reserve Requirements), and §91.902 (Dividends).
This rule review will be conducted pursuant to Texas Government Code, §2001.039. The commission believes that the reasons for adopting the rules contained in these chapters continue to exist. The commission will accept written comments received on or before 5:00 p.m. central time on the 31st day after the date this notice is published in the Texas Register as to whether the reasons for adopting these rules continue to exist. The commission also invites comments on how to make these rules easier to understand. For example:
Does the rule organize the material to suit your needs? If not, how could the material be better organized?
Does the rule clearly state the requirements? If not, how could the rule be more clearly stated?
Does the rule contain technical language or jargon that is not clear? If so, what language requires clarification?
Would a different format (grouping and order of sections, use of headings, paragraphing) make the rule easier to understand? If so, what changes to the format would make the rule easier to understand?
Would more (but shorter) sections be better in any of the rules? If so, what sections should be changed?
Each rule will also be reviewed to determine whether it is obsolete, whether the rule reflects current legal and policy considerations, and whether the rule reflects current procedures of the Credit Union Department.

The Texas Film Commission within the Office of the Governor files this notice of intention to review 13 TAC Chapter 122, concerning Temporary Use of State Buildings and Grounds by Television or Film Production Companies. The review is being conducted in accordance with Texas Government Code §2001.039.
An assessment will be made by the Texas Film Commission as to whether the reasons for adopting the rules continue to exist. Each rule will be reviewed to determine whether to readopt, readopt with amendments, or repeal the rule.
Concurrently with this notice, the Texas Film Commission is publishing proposed readoption with amendments of 13 TAC Chapter 122 in the Proposed Rules section of this issue of the Texas Register. The proposed amendments are being proposed as a result of the Commission's review under Texas Government Code §2001.039.

In accordance with §2001.039, Government Code, the Texas Juvenile Justice Department (TJJD) proposes the review of Texas Administrative Code, Title 37, Part 11, Chapter 380: Rules for State-Operated Programs and Facilities.
TJJD will make an assessment to determine whether the initial reasons for adopting the standards in the given chapter continue to exist and whether the standards reflect current legal and policy considerations, as well as current TJJD procedure.

Adopted Rule Reviews
Department of Savings and Mortgage Lending
Title 7, Part 4
The Department of Savings and Mortgage Lending (SML), on behalf of the Finance Commission of Texas (commission), has completed its review of 7 TAC Part 4, Chapter 75, Savings Banks:
The review was conducted in accordance with Government Code §2001.039. Notice of the review was published in the April 10, 2026, issue of the Texas Register (51 TexReg 2409). No comments were received in response to the notice.
The rules in 7 TAC Chapter 75 were adopted by the commission on behalf of SML.
As a result of the rule review conducted by SML, the commission determined that certain changes to the rules were appropriate. The proposed rule changes were published in the July 3, 2026, issue of the Texas Register (51 TexReg 4294), and the adopted rule changes were published in the September 4, 2025, issue of the Texas Register (51 TexReg 6161).
The commission, after considering the results of the rule review conducted by SML, finds that the reasons for initially adopting the rules reviewed continue to exist and readopts 7 TAC Chapter 75.
